International Business & Technical Consultants, Inc. (IBTCI) is recruiting for a Senior Social Science/Evaluation Specialist/Deputy Team Leader for an anticipated Performance Evaluation of 2006 2011 USAID Assistance to Northern Uganda. The purpose of this performance evaluation project is detailed below:
To assess the contribution of USAID/Uganda assistance to promoting stability, peace, and recovery in Northern Uganda, relative to evolving context and other donors contributions, and share USAID/Ugandas stabilization story with key stakeholders.
To evaluate the scale, scope, relevance, and effectiveness of enhanced services, benefits and collective outcomes of USAID-funded projects in Northern Uganda.
To identify whether or not certain, effective sector investments and approaches were used that could be applied to i) promote rapid stabilization and transfer of services to Ugandan actors and ii) enhance and improve USAIDs role, program management and implementation practices in conflict and post-conflict settings that could inform ongoing and future USAID/Uganda and other donors program
Roles and Responsibilities
1. Internationally experienced social science/evaluation specialist serves as the deputy team leader;
2. Shall assist the team leader in coordinating and supervising the team members work and ensuring that the deliverables are produced on time, within the agreed budget, and of high quality;
3. Must have complementary skills and experiences to the team leader, he/she should bring strong, operational team, project(s) implementation and process management experience;
4. Shall assist the team leader to interview certain key informants, produce and finalize evaluation tools, train and supervise data collection requirements and author the draft and final reports;
5. He/she shall have substantive knowledge and experience in evaluating programming interventions in post-conflict settings as well as at least one primary sector covered by the evaluation to serve as a technical lead or alternate lead in one of those sectors.
Required Qualifications
Education: A masters degree in a social science discipline (International Development/Development Studies, Economics, Applied Anthropology, etc.) with substantive skills in quantitative and qualitative research and data analysis. While an advanced degree in health, agriculture, or water resources management could be helpful, the evaluation specialist must have strong skills and experience in conducting evaluations and social science research methods in preferably post-conflict settings.
Experience:
10 years of experience in designing, implementing, and evaluating a variety of international development projects in at least two of the sectors covered by the evaluation.
Strong statistical and interview aptitudes related to conducting evaluations preferred, with consistent experience conducting evaluations or comparable investigations and studies.
Excellent written and communications skills and report writing skills.
Must have demonstrated inter-personal communications skills.
