Chemonics seeks a recruitment and contracts team leader for an anticipated USAID Office of U.S. Foreign Disaster Assistance (OFDA) multiyear support contract in Washington, D.C. The contract will support the provision of U.S. government non-food humanitarian relief and disaster risk reduction assistance as per USAID/OFDAs mandate to save lives, alleviate human suffering, and mitigate the social and economic impact of disasters before, during, and after their occurrence. It is expected to provide contracts and grants management, recruitment, information management systems, training and capacity development, and administrative support to the USAID Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). The recruitment team leader will manage a team of recruitment specialists and oversee the recruitment of personal service contractors for multiple task orders under the IDIQ. This individual must be flexible in a fast-paced work environment where priorities are constantly changing. Exceptional customer service and interpersonal skills are a must. The position is based in Washington, D.C., and requires a secret-level security clearance. Responsibilities include:
- Serve as primary point of contact and manage communication with current and potential applicants, USAID/DCHA staff, and the general public
- Manage a team of contract specialists and recruiters
- Produce/review acquisition documents for USAID/DCHA contracting, including vendor and contractor correspondence, statements of work, solicitations, personal service contracts, contract modifications, memoranda of negotiation, budgets, reports, offer letters, and salary negotiations
- Generate and manage contract budgets
- Facilitate the recruitment process for USAID/DHCA staff
- Assist and advise USAID/DCHA staff on issues relating to the employment process, including interview technique, employment law, and appropriate USAID policy
- Represent USAID/DCHA at external events
- Maintain, update, and further develop the recruiting database, listserv, and networking lists
- Develop and update outreach and recruitment-related materials, including information packets and presentation
- Assist in the administration of the website
Qualifications:
- Bachelors degree required; masters degree preferred
- Minimum of eight years of recruitment and/or contract management experience with international donor programs
- Knowledge of FAR, FAM, and AIDAR rules and regulations
- Demonstrated familiarity with employment laws and donor regulations and policies
- Demonstrated leadership, versatility, and integrity
- English fluency required
