Transition Manager Manager II, Project, PM8535 Tactical Communications & Network Solutions
Position Summary:
Responsible for planning and daily execution of transition projects associated with contract new-starts within the Tactical Communications and Network Solutions (TC&NS) line-of-business (LOB). Executes transition plans as outlined in respective proposals in accordance with contract requirements, and company policies, procedures and guidelines. Supports capture and proposal efforts in relation to transition planning and coordination. Coordinates and organizes functional staff support of project transition activities. Supports task order planning, proposal and management as part of the ID/IQ Program Management Office.
Duties and Responsibilities:
Manage and direct daily execution of contract requirements related to new start transition activities to assure that cost, schedule and performance goals are met, and to ensure deliverables meet quality standards.
Serve as the primary interface with the customer on all matters involving transition execution. Coordinate with other departments on resolution of transition problems with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
Provide leadership to transition and/or project team. Assures communication and cooperation among team members and resolves areas of conflict.
Organizes transition project and task workloads, and selects individuals most qualified for specific projects
Lead meetings and integrated product team activities from kick-off through transition period close.
Contributes to the client relationship during new start transition activities by establishing contact, scheduling and conducting transition update meetings, reporting on transition activities and communicating customer needs to TC&NS senior managers.
Lead or participate in cross-functional teams responsible for launching service initiatives through timely and effective staffing, operational planning and scheduling initiatives. This includes requirements analysis, assessing capabilities in context of TC&NSs evolving service and product portfolio, and performing special studies.
Represent management at transition reviews, meetings, teleconferences, etc.
Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.
Analyze customer direction during transition periods and recommend products or services that are responsive to emerging demand.
Participate in TC&NS Business Development team planning and project prioritization; contribute to the entire opportunity development lifecycle.
Contribute toward development of the Capture and Pursuit Plan with input regarding transition considerations.
Orchestrate transition team organization and support through coordination with team members regarding roles and responsibilities.
Formally identifies, assesses, monitors and mitigates risk throughout the program life cycle. Obtains management approval prior to making decisions that will cause deterioration of established program, cost and schedule objectives
Responds to tasking and direction from the TC&NS ID/IQ Program Director. Work closely with the TC&NS Program Management Office (PMO), proposal managers, and program and technical leads within the TC&NS operational directorates.
Assure a timely start-up of assigned programs to ensure that all obligations are satisfied and program documentation is properly recorded.
Assist the proposal team as necessary to ensure transition considerations migrate into Win themes and proposal storyboards.
Supports the PMO in developing and coordinating DRS opportunity review documentation in accordance with established review timelines.
Support, communicate, reinforce and defend the mission, values and culture of the organization.
Support senior leadership at TC&NS or Corporate level in special projects as assigned.

Basic Qualifications:
Bachelors degree. Preferred degree in business administration/management, engineering, system management, operations management or related discipline.
Minimum of 7 years of relevant experience.
Excellent planning and organization, project management, and time management skills.
Knowledge of program management tools and procedures, and solid problem solving skills.
Experience throughout the program lifecycle to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts.
Excellent customer interface skills.
Demonstrated success managing manpower planning, project reviews, scheduling and budget control.
U.S Citizenship required.
Proficiency with Microsoft Office (specifically Excel and Word).
Additional Desirable Qualifications, Skills and Knowledge:
Current, active SECRET security clearance desired.
Defense Industry project/program management experience, and subject matter expertise and knowledge in communications and network solutions highly desirable.
Project/Program management certifications preferred (i.e. PMP or DAU level 3).
